Expert on Gender Responsive Budgeting – Cardno International Development

The role
PROSPERA is looking for an experienced and capable Expert on Gender Responsive Budgeting for two

interrelated purposes:
Lead the design and facilitation of an internal workshop for Prospera’s Spending team on gender responsive budgeting,
Facilitate the Spending Team and their direct counterparts in the Indonesian Ministry of Finance to identify key gender responsive budgeting areas to work on moving forward and to advise on design of future activities.
The content and delivery of the workshop should be developed in consultation with Prospera’s gender and social inclusion team, Monitoring and Evaluation team, and reflect suggestions and input from the main participants – Prospera’s Spending team.
The consultant will also be expected to put together a reference paper summarizing key concepts, available tools, tips and strategies for engagement with government counterparts, and annotated bibliography of useful resources – that Prospera advisory teams can refer to when needed.

About you (Selection Criteria)
The candidate will possess strong qualifications and experience in the following areas:
Advanced degree in Gender Economics and Public Finance.
At least 10 years of experience researching and advising on gender responsive budgeting across multiple countries and contexts.
Familiarity with Indonesia’s public expenditure management policies and processes and how it compares to other countries; and an understanding of gender and social inclusion challenges in Indonesia, particularly in the education sector.
Excellent skills in designing and facilitating capacity strengthening workshops on gender equality and economic governance.
Ability to work with an interdisciplinary team of national and global experts.
Proven track record of high-quality research reports and presentation of research results that meet clients’ standards.
Ability to operate under strict time limits and apply high production and technical standards for the purpose of maintaining high level of professionalism;

Remuneration
The remuneration will be set according to Australia’s DFAT ARF Discipline Group B, Job Level 3. The remuneration level at which the Expert on Gender Responsive Budgeting is engaged will be based on the successful candidate’s relevant skills and experience.
