Advocacy Manager – Yayasan Plan International

In view of the above, the Advocacy Manager has direct responsibility for the delivery of influencing activities targeting key relevant stakeholders primarily at the national level. Influencing activities aim to ensure strong adoption, replication and scaling up of Plan’s values, approaches and methods by wider stakeholders in order to reach as many children and girls as possible. Reports to the Program Director of Plan International Indonesia .Directly supervises 2 advisor and specialist. Represents Yayasan Plan International Indonesia with various local and national government, partner, civil society stakeholders for program implementation and advocacy issues. Serves on the Extended Country Management Team (ECMT) and contributes to overall leadership roles in Yayasan Plan International Indonesia
Responsibilities:
Key Result Area (KRA) 1: Responsible as organization leader on influencing and advocacy on Plan’s emerging policy and advocacy agenda Indicators for success: Lead strategizing, tactics, planning and implementation of emerging policy and advocacy and coordinate and communicate with the wider government and non-government stakeholders. Conduct advocacy works to related government, non-government and UN agencies to ensure Plan’s advocacy asks are delivered and Plan’s values, approaches and methods are promoted for further adoption / replication . Closely support project team in achieving Plan’s CS4 key milestones, particularly on policy influencing aspect. Effective linkage with government’s relevant departments and ministries and strategic networks are established and maintained to ensure influence at national and regional level. Plan’s global campaign run with necessary focus in the context of Indonesia involving relevant government and non-government organizations. Plan’s projects, interventions and activities recognized by government and others and adopted by mainstream and alternative systems.
Key Result Area (KRA) 2: Responsible to lead on specific advocacy / policy influencing opportunities and ensure a coherent approach for influencing through networks Indicators for success: Ensure high quality delivery of events, activities and communications necessary to deliver against our Global and Country Strategy (e.g. workshops, position papers, briefings, consultations, roundtables, online media). Lead Yayasan Plan International Indonesia engagement in priority conferences and networks including the SDG Forum, Global Compact Network, major group on children and youth, Indonesia Philanthropy Networks, etc. Proactively identify and develop external relationships with NGOs, government agencies and UN agencies to meet our global and country advocacy objectives. Closely support the technical advisors engagement in key global partnerships such as the Global Partnership to End Violence Against Children, Girls Not Bride Coalition, SDG Data Trackers, etc.
Key Result Area (KRA) 3: Responsible to ensure evidence-based advocacy and campaigns are delivered Indicators for success: Work with the MER & KM team to lead the development of clear, innovative, consistent and coherent messaging in Plan’s advocacy. Support the Technical Advisor and MER & KM Manager in the development of high quality analysis, policy briefings, recommendations and positions relating to our advocacy and policy priorities. Consolidate our evidence-base documentation and proactively identify where Yayasan Plan International Indonesia country-level research & evaluation can strengthen our policy work to ensure it is rooted in our experience. Proactively engage in the process of the project design, development and planning and feed in from global strategy and advocacy
Key Result Area (KRA) 4: Responsible to ensure the advocacy team meets all internal and external responsibilities in relation to new investment, grant management and program quality Indicators for success: Develop and manage advocacy budgets in line with our finance policies and procedures including quarterly forecasting and ongoing monitoring of income versus expenditure. Support the development of new investment that ensure the growth and sustainability of our advocacy work, including inputting into new concepts and proposals and our fundraising pipeline. Supported by the MER & KM Manager, ensure a robust M&E framework for our advocacy and influencing work is in place and effectively implemented, enabling us to continuously learn from and improve the quality of our delivery and impact.
Key Result Area (KRA) 5: Responsible to deliver effective team and performance management Indicators for success: Demonstrate common understanding and vision about program by all team members along with clear line of sight and structured communication. Distribute responsibilities among the team members in a balanced ways to ensure quality outputs and support provided in terms of regular feedback, coaching, mentoring to develop professional capacity and performance of the team.
Requirements: Bachelor’s Degree Preferably Master Degree in Public Policy, Development Management, Social Science, Development Economics, or related field such as Management, International Relations, At least 5 years experiences in influencing the policy and practice of governments and institutions through campaigning, advocacy and/or policy development. Experienced in external representation with stakeholders from civil society, governments and/or UN bodies. Experience in evidence-based policy analysis and development . Experienced in developing advocacy objectives and influencing tactics . Knowledge of current development policy trends and frameworks, especially the Sustainable Development Goals and child rights aspect . Experience of planning, developing and managing projects or events . Excellent written and verbal communication skills, including public speaking, policy development and fluent written/spoken English
