Research Assistant – MSI

Project Summary
The USAID/Indonesia Monitoring & Evaluation Support Project (MESP) works to improve the functioning and utility of USAID Mission performance monitoring, evaluation, learning, and project design and implementation, through a combination of direct M&E support, expert technical assistance, training, and knowledge sharing.

Under MESP, MSI has been asked to conduct midterm evaluation of Promoting the Quality of Medicines (PQM) activities to learn the program successes and challenges, to improve and strengthen the ongoing remaining implementation and to identify recommendations for future investments.

Position Summary
MSI is seeking Research Assistant to serve as Midterm Evaluation Team Members and work under the leadership of the Team Leader and MSI for the upcoming PQM project midterm evaluation. The purpose of this midterm evaluation is to improve the implementation and enhance the impacts of PQM activities. The evaluation will achieve this purpose by assessing the project’s performance, its outcomes, its progress towards intended results, the GOI’s inter-agencies policies and procedures for medicines quality assurance, and then recommending ways in which implementation can be enhanced.

The midterm evaluation is expected to begin in August 2017 and finish by the end of September 2017. The anticipated level of effort for the Evaluation Specialist is approximately 55 days.

Responsibilities
· Participate in the initial Team Planning Meeting
· Contribute to the development of the design of midterm evaluation, including the research methodology, data collection instruments and sampling plan, and workplan
· Assists the evaluation team in conducting primary as well as secondary data collection, including library research, semi-structured interviews, and other project specific data collection methodology
· Assists the evaluation team in data processing and analysis and maintain records of data collection activities
· Providing assistance regarding necessary field work of research to the evaluation team
Take notes or recordings of every meeting and data gathering sessions, including interviews and group discussions
Provide administrative arrangements for the fieldwork of evaluation team
Arrange meeting space and other logistics necessary for evaluation team in data collection and field work
· Other tasks, as assigned by the Team Leader or MSI

Required Qualifications
Bachelor’s degree in relevant field
At least 3 years of professional experience working on research, assessment, or evaluation
Familiarity and experience with issues of pharmaceutical and health policy in Indonesia is an advantage.
Excellent skills in MS Office, including Excel and PowerPoint
Excellent interpersonal and organizational skills
Strong attention to detail and ability to follow organization’s regulation and supervisor instructions
Ability to take initiative and complete work within tight deadlines
Excellent interpersonal and organizational skills
Fluent in written and spoken Indonesia; English fluency is an advantage

Deliverables
The list of key informant interview and interview/meeting schedule
Summary of literature review and relevant documents that are needed for PQM midterm evaluation
Summary minutes of team planning meeting and field interviews/group discussions or meetings
Written contributions to midterm evaluation reports and data analysis
