Consultant TB Financing – Results for Development (R4D) – Indonesia

Opportunity:
R4D seeks a Consultant to support health financing-related aspects of the TBPS project under the guidance of a Health Financing Advisor. This includes support for qualitative and quantitative analysis, interpretation and translation of results to inform the design of provider payment pilots for improved TB purchasing through JKN, technical support to the TB Strategic Health Purchasing TWG, and ongoing coaching and capacity-building on strategic purchasing for JKN stakeholders. As part of this work, the Consultant will help manage existing stakeholder relationships and cultivate new partnerships that aim to communicate our impact and meet objectives.

To be successful, the Consultant will be expected to collaborate effectively with the new USAID health financing activity, the team facilitating the ongoing TWG process, key GOI stakeholders including leaders at the BPJS-K and the Ministry of Health (MOH), as well as other development partners (World Bank, Bill and Melinda Gates Foundation) and other implementing partners (Palladium, DAI, ThinkWell) in Indonesia.

Responsibilities:
Participate in health financing policy dialogue with GOI stakeholders including MOH, BPJS-K, Ministry of Finance, BAPPENAS, and local government representatives to continue to reinforce the role of strategic purchasing for TB within JKN.
Provide technical support to the TB TWG on strategic purchasing, including drafting of technical presentations at TWG meetings, review of facilitation materials, and documentation, interpretation, and follow-up on key TWG decisions
Support the development of policy recommendations on how to effectively integrate private sector TB providers into JKN using a strategic purchasing framework, including background research, and synthesis and interpretation of existing analyses
Draft progress summaries, policy briefs, technical reports and other materials as necessary
Communicate results orally and in writing to a variety of audiences

Qualifications:
Master’s degree in relevant field (public health, health economics, public/social policy, public administration or similar) or bachelor’s degree with sufficient experience
3 or more years of work experience with a Masters, or 5 or more years of work experience with a bachelors, that demonstrates expertise in health finance and working on health sector programming of similar size and complexity in Indonesia or other relevant South East Asian countries.
Familiarity with the Indonesian health system, Ministry of Health, BPJS-K, DJSN, or other health sector
TB experience is preferred
Fluency in oral and written English and Bahasa Indonesia
Strong writer and oral communicator; able to lead the production of highly professional work products
Proven abilities to set priorities, multi-task, and work independently without daily supervision
High level of organization, attention to detail, professionalism, and reliability
Ability to work both independently and as part of a team
Enthusiasm, energy, good judgement, and humor
Motivated to learn, grow, contribute and produce
